According to the National Day Calendar website, National Beer Day was created in 2009 by Justin Smith, A Richmond, VA Craft Beer Examiner and his friend Mike Connolly from Liverpool, England.

They chose April 7 because that's the day Cullen-Harrison Act took effect, in 1933, which legalized the sale of of alcohol, as long as it was below 4% alcohol by volume.

On that first day, 1.5 million barrels of beer were consumed.

Beer is the world's most widely consumed alcoholic beverage.  It is the third most popular drink overall, behind water and tea.

It possibly dates back to 9500 BC when cereal was first farmed.  It is recorded in the written history of ancient Iraq and ancient Egypt.
