New bill dedicates section of I-35 to DPS trooper struck, killed by vehicle during traffic stop

A stretch of I-35 will honor fallen DPS trooper Thomas Nipper, who was killed after a vehicle struck him during a traffic stop in 2017.

BELL COUNTY, Texas — State Representative Hugh Shine filed House Bill 338 to honor Tom Nipper, a DPS trooper who was killed after a vehicle struck him during a traffic stop before Thanksgiving 2017.

The bill will name a section of I-35 Trooper Tom Nipper Memorial Highway to commemorate the fallen trooper.

The memorial highway will be between mile marker 294 and 297 in Bell County, where Nipper was hit.

Hundreds attended Nipper's funeral to pay tribute to the man who was described as a dedicated employee, friend and family man.

Shine said he hopes the new bill will bring some peace and gratitude to Nipper's family this holiday season, a year after the tragic accident.
