(KCEN) -- New York Gov. Andrew Cuomo has proposed a wide ranging package of gun restrictions in a fiery speech in New York.

He called for loopholes to be closed in a New York ban on assault weapons and a ban on ammunition magazines that carry more than 10 bullets.

Cuomo said, "No one hunts with an assault rifle, no one needs 10 bullets to kill a deer and too many innocent people have died already. End the madness now."

He says New York is the progressive capital and needs to take the initiative.
