(KCEN) -- A leaked White House proposal on immigration reform has some lawmakers thinking it wasn't an accident.
The leaked proposal would immediately protect 11 million illegal immigrants and allow them to become citizens within eight years.
But this doesn't secure what Republicans wanted, which was border security first.
The White House says it's proposal is a backup plan for the group of eight Democrats and Republicans working behind the scenes on a compromise.
But Republicans are insisting otherwise.
Senator John McCain from Arizona said, "Does the President really want a result, or does he want another (unintelligible) to beat up Republicans so that he can get political advantage in the next election?"
The GOP says the White House proposal would be dead on arrival if it came up for a vote today, but Congress won't return until later this month.
