(KCEN) -- About 200 people endured bitter cold weather to attend an outdoor memorial service for the 100 victims of a 2003 Rhode Island nightclub fire.
Wednesday is the tenth anniversary of the fire.
Yesterday's ceremony included the unveiling of plans for a permanent memorial to the victims.
The memorial will include an open-air pavilion and a wind harp at the entryway.
Construction on the memorial is planned to begin this spring.
