More than half of Americans believe it's the IRS, according to a survey from Trusted ID, an identity protection service.

But Trusted ID reports identity thieves filed more than a million returns for 2011, stealing your name and your refund.

The trend could cost the IRS about 21 billion dollars in the next five years.
