Shutdown Delays Investigation in West Explosion

(KCEN) -- The partial government shutdown is causing delays in the federal investigation of the fertilizer plant explosion in West.

The agencies reviewing the April 17 blast can't meet while the government doesn't have a budget.

Agencies are to submit initial proposals by November 1, according to a presidential executive order, but an official says that will definitely be delayed.

The Chemical Safety Board, which investigates industrial accidents, has furloughed all but four of its 41 employees.

    The chief of the Damon Volunteer Fire Department died Monday night while battling a fire near Houston. Officials say 52-year-old Hugh Ferguson was helping carry a water hose when he collapsed.
