Bell County officials issue Emergency Declaration ahead of 2024 Solar Eclipse

County officials say the population of Bell County is 400,000, but will double or even triple in the days leading up to the eclipse.

BELL COUNTY, Texas — Bell County Judge David Blackburn has issued an Emergency Declaration for April 8, 2024 as the entirety of Central Texas prepares for the highly-anticipated Solar Eclipse. 

On Wednesday, Feb. 21, Bell County officials hosted a press conference to relay the plans for the event, which they believe could double or even triple the population of Bell County. 

Blackburn explained, "The eclipse event has the potential to create such a state of emergency in Bell County." He says that this declaration would help facilitate State assistance in the area. 

The declaration also requires that property owners in the unincorporated properties of Bell County register with Bell County Emergency Management Office if they expect to host an event with 50 or more people. 

"The registration process will help us respond (to an emergency) as quickly and efficiently as possible," Bell County Emergency Management Coordinator Bob Reinhard said.

This population boom will most likely impact the use of phones so everyone is being asked to text 9-1-1 in an emergency and not call.

"Text messages will be more reliable and will use less of our cell towers than a voice call will," Reinhard said.

Reinhard added that he has requested a "Cell on wheels" from the state. This is a device that would act as a mobile cell tower to help alleviate congestion.

Blackburn says the County is anticipating sever traffic congestion on the day of the Solar Eclipse and after it ends. "So, please... If you have groceries to buy, gas to put in your car, or errands to run, do all of these days before the April 8th weekend. You will be glad you did," Blackburn explained.
