What do Killeen's new street maintenance fees actually pay for?

The Killeen city council passed an ordinance to establish the fund for street repairs by collecting fees from households, businesses and other places. What streets will be fixed first? Channel 6's Andrew Moore asked the city Thursday.

KILLEEN, Texas — The City of Killeen will be collecting around $1.6 million in street maintenance fees from residents, but what will those fees actually pay for.

The City of Killeen could not speak on those fees Thursday, but a staff report to council reveals all the money is going towards pavement treatments. These are the materials used to seal cracks and pot-holes across the city. The current amount budgeted for that item is $300,000.

Killeen spokeswoman Hilary Shine told Channel 6 via text the last study from 2013 that graded street is no longer accurate.

"An assessment will be done to prioritize streets and types of maintenance based on the projected new revenue," she said.

Shine did not say when the new assessment will be complete.

The street maintenance fee will be included on utility bills for multiple kinds of property, and the council said Tuesday the city will begin collecting the street maintenance fees in July 2019.

For homeowners, the fee would be $1.75 each month. For other properties, the fee can cost a lot more and is more complicated to calculate.

The ordinance uses the following formula to determine the fee for businesses:

Monthly Street Maintenance Cost per unit ($6.47) x Number of Units (1 per 1000 Sq. Ft.) x Single-Family Equivalent Rate (see below) x Percentage Funded by Fee (.2635) = Monthly Bill

To simplify: 6.47 x Number of Units OR Thousands of Square Feet x Single family Equivalent rate (see below) x .2635 = Monthly bill

The "number of units" is determined by single family subdivisions or square footage, and there are 77 different rate classifications in the ordinance.

Business owners Channel 6 previously spoke to have concerns about the fee.

"You're unsure of what this bill might be for this month," Altitude Trampoline Park Manager Jamie Rogers said. "You're not able to gauge what you need to make your business successful during that month."

Businesses told Channel 6 the additional costs would probably be manageable in the end, but didn't like the fact that they had to guess what their classification was.

At local Sandwich shop Dam Sandwiches, Channel 6 calculated the fee with the classification "Sit Down Restaurant 1,000 SF GFA 2.58."

The city of Killeen later told us that classification was for fine dining establishments and the correct classification was "High Turnover (Sit-Down) Restaurant 1,000 SF GFA 3.29."

Dam Sandwiches would have to pay a fee of more than $11 a month according to our calculations, based on the example in the ordinance.
